Increasing Naval Transport Capacity to Boost AI Invasions?

Will this method encourage ai to load on transport ship more than one unit? I have tried this method before with ships cheaper than foot units but the maximum number of units ai used for invasions was 2 on naval unit with 4 capacity.
At least the AI likes to build ships more frequently. I cannot say if it always helps to load all ships up to their limit - and in some cases this is not good, either. At least in that CCM 3 game I had to face another naval landing by Britain with 28 units in 4 freighters with a transport limit of 7. All these landings happened in era 3 of the game.
 
Was this invasion possible because you pre-places units which ai used later in the game or ai built it itself and then launched and invasion?
It is a normal CCM 3 game on a random map without any preplaced units.
 
What level of difficulty are you playing at, Civinator?
I play all CCM testgames at monarch level, as this seems to be a good level for average Civ 3 players.
