I think that the industrial trait should be modified slightly, as it is often overpowering. I would suggest that the speed of the worker would be dependent on the civilization from which it originated, rather than the civilization that currently 'owns' it. This is only a slight change, that will result in a more balanced trait, as well as offering some new strategies.
In this manner, any industrial civilization's own worker will work at double rate. However, if any civilization captures an industrius civilization's worker, the worker should work at a normal rate (ie, 2 / 2 = 1), regardless of the traits of the capturing civilization. Likewise, if any civilization captures a non-industrius civilizations worker, it will work at half pace (ie, 1 / 2 = .5).
