Not a major bug. Just slightly annoying and unnecessary.
Whenever you are using a production queue and are building one of the four "infinite development" constructions, you are not allowed to change production to anything else.
You have to turn off the production queue, then change the production. You should be able to add a military unit/building/satellite etc..then bump it up in que over the "infinite developments".
