Info Poll: CAP or Military?

I need some input and some numbers to help decide whether to allocate most of the funds next turn for CAP or for military upgrades. I am leaning towards CAP because military got a lot of money in the last session, but there is a war on our borders. Please vote and post your opinion.

We should be targeting Oka and Hieraconpolis.

Military can wait now. We may even want to consider disbanding those pikemen one we get a factory tha can start cranking out infantry.

I intend to start producing Infantry in Istaran cities once their factories are done. Other than that, the rest depends on the other governors.

I would like to still have funds for upgrades from riflemen to infantry when that becomes and option. These upgrades cost only 20 gold, I believe, and confer a major improvement on the unit.

I think chiefpaco had it right: funds for CAP, shields for military.

Of course, eyrei has a point, that it shouldn't be hard and strict as that. Leave some flexibility for upgrading some of our riflemen to infantry. Still, the major focus should be on CAP.

I don't think that CAP is such a great strategy. Look at the Chinese, and what happened when they utilized CAP. On the other hand, CAP could be our only viable solution for this juncture. Without CAP, we couldn't do much of anything. CAP can be both good and bad; CAP has many different determining situations. I think that because CAP is such an important factor, we should leave it up to the CAP experts to decide if CAP is the appropriate course we should take.
I don't think CAP should be relegated to such a poll where people who have no idea what CAP is can vote for it.

CAP could be something you wear on your head, it can even be the city which the country is ruled from. It can even be another word for killing somone. If I don't know what it is, should I vote. No ofcourse not... so shouldn't this poll start with an explanation to what CAP means.

I want to state that by chatting in the chat I now know what CAP means, but to believe that everyone knows what it means is just silly.

Eyrei, I hope you have learned that you have to explain everything that could be unknown to the public.

I think both should have equal priority, I would like to have at least half our Pikes upgraded before Infantry. Upgrades of Offensive units won't be an issue until Modern Armor, since Cavalry don't go to Tanks.

Simply put once half of the 27 pikes have been upgraded (so about 13-14 pikes remain) a priority could go to the CAP (Cultural Assimulation Program).

Of course this is only my opinion.

The funny thing is, I can't remember for sure what CAP stands for. I think it is Cultural Assault Program, or something along those lines. What is means, is that we try to push our southern and eastern borders by rushing cultural improvements with the intent of convincing some of our neighbors' border cities to see the light and join Phoenatica.

The military has benefitted in recent turns, but there is still a need for further modernisation. I suggest splitting roughly 50/50.

I think that the imminent war with Greece demands that we allocate funds to our military in order to fully modernize our armies. Although I believe CAP is a very worthy cause, in these hostile times it is more important than ever to have a strong and modern army.
