Where can I find information regarding BULL?

What is it exactly? Is it BUG + a mod that creates more informative "mouseover text" for cities?

BAT isn't included in it, right?
 
Yes.

It moves a lot of the BUG functionality to the dll, allowing things like mouseover info. BAT is not included, but you could add it on just fine. I like BULL because you can turn off a lot of the BUG alerts and still have the info available without all the spammy messages.

To be clear, BULL is a separate add-on that works with both BUG and BAT. It consists of a new DLL that modifies some of the hovers--mostly the city bar hover--and includes a few other mods (like BUG itself does) such as Advanced Combat Odds and Sentry Actions.

BULL works without BUG or BAT. In that case you have to change the options in the GlobalDefinesAlt.xml and restart Civ to see the changes. Combined with BUG/BAT, you get to set the options in the BUG Options Screen (note that the options are only in the SVN version of BUG right now). BULL also adds a few new hovers on the BUG Finance Advisor that obviously are not available without BUG (though I'm pretty sure I found a way to add new hovers in Python only).
 
So I don't see any download link for BULL, or is it still in the beta stage? I've been waiting on that one for a long time now. We once discussed being able to select which specialists a governor wasn't allowed to create in a city, did that make it in? That's at the very top of the list of things I'd like to see.

I've been extremely busy with RL and another project, and I haven't gotten out a proper BULL release with an installer. And I think the DLL in the SVN is fairly out of date as well.

Also, I haven't had a chance to work on this feature yet. However, that does remind me that I wanted to run a poll on features like this and others that would work better if the save file format was changed.
 
Well, I'd vote 'Yes' to such a feature! :D
