Initial envoy even with teams in MP ?

I noticed that you do not get an initial envoy for first finding a city state, if you are playing in MP with teams enabled (regardless if only AI or human players).

I guess this is intended? Why?
Anyway, does someone know how to enable the intial envoys via mod?
