Input Signals Over Working?

I recently got a new computer(roughly a month ago). I had yet to get Civilzation on this computer because my main focus at the time was Age of Empires and other games first. Now I get to installing Civilzation. I insert the CD and install as normal. I then go to run the game. The intro and all works perfectly, but once it gets to the Main Menu, the monitor freaks out and a red popup comes and says "Input Signals Over Working, Please check signals". The music still plays but its impossible to see the buttons or anything in the menu. I have tried reinstallations and restarting the computer, but it won't go away. I'm wondering if this has been encountered before and if there is a solution to it.
