Inquisitor fail?

I completed my conquest of Poland and used inquisitors to convert those cities just fine. However, I captured all 3 cities of Saladin, but the inquisitors do not reduce any religious pressure at all, so I can't convert them. Is this a bug or a feature of Saladin? (even though Saladin is eliminated?)

OK, a big never mind. I uninstalled all mods and then I could convert Arabian cities just fine. Weird, that I could convert Poland, but not Arabia with mods installed.
