Installation not possible

I can't install civ4. I allways get the following message when I start the setup:
"Please go to the Control Panel to install and configure system components."

I'm using WinXP with sp2 (US version).

I've found a sollution for this problem.
If I start the the setup directly by executing setup.exe then it works .
