When you uninstall Civilization 4 and its brethren (BTS/Warlords), they leave behind registry keys that will cause a reinstall to be incomplete/corrupt.

Keys that are left behind will indicate to what level CIV has been previously patched to. Thus a reinstall at a later date will cause the installer to not initiate the automatic patching that normally occurs when you install Warlords and BTS.

With these registry keys cluttering the registry, an attempt to install CIV4 Vanilla will work - but an attempt to then install Warlords or BTS will fail at the pre-patching stage.

Solution: START + run + type: regedit,
Browse to: HKEY_LOCAL_MACHINE\SOFTWARE\Firaxis Games
And Delete "Firaxis Games", as this will have subkeys with names like: 1.61, 1.74, 2.08, 2.13, 3.13, 3.17, 3.19 etc.

Also note: If you are skipping the install of Warlords, then CIV4 needs to be patched to 1.61 prior to installing BTS or it will fail the auto-patch stage and abort.

This may also be one of the causes of previously noted TXT_KEY_ issues.

I thought this would work but it still found the 3.19 instance and I have killed everything out of the registry. Do you know if there are any other areas that are finding it?

I did what it stated and I came back with the same error. Find's previous version 3.19 and won't let me install.

I got it to work with your help. I actually had to delete this "{32E4F0D2-C135-475E-A841-1D59A0D22989}" from the registry.

I wouldn't have figured that one out without your help.

Thanks
