Installing new civilization (Israel)

Hi there!

I found this mod : http://forums.civfanatics.com/showthread.php?t=244048
it gives you the israeli civilization.
I didnt really figure out how am I supposed to install it, I tried to put it in the MODS folder but it didnt work.

Any suggestions?
