Installshield Error

hello j have a problem
when i instaling civ my komp restart when he run up i whan to go instal again but when i hit setup.exe i saw this

let me add what j have done to fix this but nothing happened

1 clean temp and reginstry wit reginstry cleaner
2 j have add new account to win xp
3 in add/reamove j dont have any civ add there.
im gonna creazy te setup wonna instal the game
its fu... nightmere ! please help me

is this the game installer or a patch installer?
if the game installer: rename the Installshield folder (or delete it) and try again.
