I've been playing the demo a couple of times, and during one I was Persia and my next door neighbor was Liz of England. About the same time we both sent settlers out to build a city right dab smack in between our capitals.

I was able to build my next city first and her settler got pushed out of my new boundaries. Liz wasn't happy and demanded that I not build anymore cities near her borders. I did not give the reply of appeasement.

For her revenge, she builds her next city up next to my capital. At first I didn't mind. My borders were expanding and taking up tiles in the river valley. Soon, I noticed that all of the hills to the east that I was planning to expand into next were being purchased quickly by her new city of York.

This aggression will not stand, man! Yeah, I got some practice in the militaristic arts of Civ V, and well before my 100 turns were up, York was burnt to the ground.

Hmm... must be an AI stategy. I had an opponent build a city right next to my civ too. with no distance penalties anymore it seems like a good strategy. You either pin them in, or have a nice forward base for launching a war.

I think I played that very map. Wad Helsinki there? Did your second city have gems?

On the other hand, if the AI really reacts like a player, they'll be totally pissed off. I'm happy it goes both ways, though. In previous civs, the player usually settled next to the AI expecting it not to influence their decisions very much, while the AI often stayed well away from you.
