Internet Temporary files

Can i just delete all the temporary internet files? most of them don't have an expiration date so they'll be there forever unless i delete them. should i delete the folders that they are in too? i don't mean the fodler that is called temporary internet files but the ones that have names like O5Q3CTM3, XBl1A43V or U4lXQZZG. they're taking up a lot of room on my hard drive and i want to create some space.
 
They are usually safe to delete.

However, there are the one in a hundred time that Windows will be using one of them. The best way to do it is (If you have Win98 or newer), use the program called Disk Cleanup. Located in Start-->Programs-->Accessories-->System Tools This allows you to remove all files that windows no longer needs.

If there are still files left (or you are using Win95) then just delete them and leave them in the recycle bin. Restart the computer. If you have no problems, you can safely empty the recycle bin. If you have problems, go into safe mode and restore the files in the recycle bin and restart. (Problems from temporary files are rare though.)
