Over in the other games area Nikolai II has posted a interview with Michael Haire, former art director at MicroProse who's work included Civ1 & Civ2 as well as SMAC for Firaxis.
Judging by his interview he was probably the main person behind the super easily accessible Civ2 art files we all enjoy modding today. Following the links in his interview I found his business page that showcases various bits of art he was involved in the design of which includes the Civ2 diplomacy screen and 3D heralds. I noticed there was a messaging service so I messaged him to thank him for his work on these great old games and making Civ2's art files so accessible (and showed him some of my custom diplomacy screens), I also told him that we still have plenty of people modding Civ2 to do this day, and I got a nice reply!..
