[Into the Renaissance] Papal Primacy bug

I was playing the Into the Renaissance scenario as the French, and I developed an excellent system for befriending city-states: I adopted the Aesthetics social policy (+20 to influence resting point), and I allied with Vatican City, which gave me +15 to influence resting point from Papal Primacy for Catholic city-states. This meant that I would automatically have at least 35 influence with every Catholic city-state, which is enough to be "friends". But then, Papal Primacy stopped working when I loaded from a savegame. I still get +20 to influence resting point from Aesthetics, but I don't get the +15 from Papal Primacy, even though I am still allied with the Vatican.
