Intolerant & Inquisition Problem

Why can't I no longer enable Inquisition from RevDCM console(ctrl+alt+O)? I started a newgame and it's scenario so I was not given a chance to change any of scenario options(winning condition, no barbarians yadayada so on and so on).
Is there away to enable inquisition some how "post startup"?

More to the point I want to purge heretics from my cities

The options are available if you use the "custom game" option. Don't know about scenarios but maybe you wanted the "custom scenario" option.

Inquisition was moved from python to SDK ie. DLL now handles inquisitor actions and that's why there's now game option for it in custom game menu. It can not be changed during game.

How can I purge religions from my vassals cities?
If there needs to adjust settings, could you help me and say what setting?
