Would it be possible to make an ion cannon that you can build in your capital ( and only the capital ) that can strike any where on the earth? like the nuke, but without the fallout, but you can only fire it once every 6 turns or something?
Since it will be a wonder of sorts i would recommend being able to use it at least once a turn. Should use the ping effect, you know, the glowing indicator.
