So yea. When you capture a city all that happens is that it's not "occupied". So although for puppet cities you don't get the extra unhappiness from occupation, there is no "free courthouse", though there might as well be since for all intents and purposes you get the same effect (a puppet city with a free courthouse).

Once you ANNEX the city though, it becomes occupied again, and you have to manually build a courthouse.

I feel cheated.
 
You have to annex at the time of capture to get the free courthouse.
 
I see. It's not made explicit and with the way you normally deal with captured cities I foresee a lot of other people feeling cheated.
 
People have sporadically complained, but not in substantial numbers. There's far less of a reason to puppet a city if you get a free courthouse, so it doesn't come up all that often.
 
I'm pretty sure there is a bug with this belief, because I picked it once and I can swear I got the courthouses even in the cities I puppeted, but then when I loaded the game next day from a save, the courthouses were gone. Sadly I haven't got a save so I'm unable to verify this, but someone ought really do a check of this issue. I had hoped it was fixed with fall patch but apparently not.
 
The improved internal trade routes are amazing with this thing. You can send as much as 14-15 food or hammers between your coastal cities.

Except when you already have around 6 courthouses and to pay 4gpt for each before getting this lvl 3(!) policy. I don't think i ever picked this policy. I imagine most people wont complain since they don't pick it too. At least make it upon annexion or lvl 2 policy.
Autocracy lvl 2 policy gets you happiness at least.

When you select raze, you automatically annex and get the free courthouse, and the free courthouse remains when you later stop the razing.

So, if you want to trim down the population of the conquered city and keep the free courthouse, select raze immediately after conquering and stop the razing when you are satisfied with the population level.
