Iron required to build legions?

Hi,

I'm playing as rome and am able to build legions. weird thing is i'm not mining iron and none of the city states I have envoys in don't either.

Is this a bug or a new feature I'm missing?

Unique Units don't need any resources, you will get a boost to the required tech (for legions) if you build a mine on iron though.
