Is a palace mod possible?

Is it even possible (if it is, someone do it!) to make a mod that will add back in the "the people love you so much they've decided to build onto your palace" from previous civ games? I miss it.

As much as that would be cool... Firaxis is likely adding a throne room feature which will come with the Warlords expansion pack.
