Is it a bug ?

Hi all I've a problem with Civ V. I use YAHEM map mod ("Real Earth" Mod wihout civilizations in Americas, only some City States), with some modifications (A little more city states ...) and the
City-States Diplmotay mod.

In my last game, the Shongai (in West Africa) is allied with the City States "Cuzco" in north america.
But, for now, the Shongai can't go to the America !!! It's the first 100 turns and it don't know the Navigation, and campass (it's alway in the first era). More, Africa/Europe and America are separated by the oceans, I checked this.
I checked the CityStates.xml of the Yahem mod, too. I didn't saw nothing about this...

I don't understand how the Shongai can know the city of Cizco ?

Have you an idea about this problem ?

I have seen similar things with Shuggs map and the city states in the Americas as a whole.. They seem to be allied to or protcted by civs in Europe they have not even met and before navigation could possibly be reached.. Is it just part of the game engine that a % get linked
