[C3C] Is it impossible to forest the enemy tiles?

So I started rereading the war academy articles and I wanted to put to the test some of it's aspects. I have a ROP with the Ottomans (I am America) and I try to replace improvement of mine with forest on the enemy (had a war campaign with him before but took a peace treaty to focus my efforts on acquiring a different opponent's (Russia) luxuries.
In the article on war academy It says I can change some improvenents to stop opponent's cities growth is it because of the previous war that I can't do that, or was it changed on a future version?

You can replace irrigatation and mines with each other. Changing the terrain however is reserved for the owner.

I seem to remember foresting AI squares in Vanilla, but I suppose that's not possible in C3C.

So I can replace my own mines and irrigation but not my opponent's?

You can replace all mines and irrigation. But changing the terrain type to forest or from forest, jungle or marsh is only possible outside of foreign culture.
