is it possible to buy tiles in civ VI ?

I post here because I don't know if the answer is already know. But to my point the district system seems to broke this great civ V heritage.

What do you think about it?

You can certainly buy tiles in this game and in fact, with the income rates we've seen that the standardized cost of tiles as well as rate of cultural expansions I would say it's far more integral to the overall strategy of city growth than it's ever been.
