Is it possible to modify gameplay mechanics so that they only apply to humans ? re: unit costs having 2 diff settings

I was messing around with difficulty and I tried putting in increasing costs for units, to try to balance unit spam. But because humans typically massively out-earn AI, it still benefitted me way more than them. However I was wondering if it was possible to make the sliding costs only apply to me ?

I know the game allows for modifiers to be set to apply to humans only, but I'm wondering if it's possible to have this apply to something like buying units ? Like, a modifier within a modifier I think ? (I'm sorry if this doesn't make much sense I am extremely uneducated on modding and winging it)
 
Probably not possible. I don't see a requirement that checks if a player is AI or human.
