No, it is not possible because they use different image source codes. Civ III uses cubic pixels and pcx overlays, whil Civ IV uses advanced polygons and polygonal overlapping.
 
Well, all of that is just cosmetics. While I do not think that it is possible, that is not the reason.
 
I don't think that Civ3 can reach a graphic level equal to Civ4 but Civ3 can be funnier than Civ4 sometimes (in my opinion)

It is impossible to make Civ3 exactly like Civ4. There is no way in the Civ3 editor to add the religion mechanics, for example. And there is no way to add either/or tech progressions as there are in Civ4.
 
Come now, with a simple decompiler it would be possible to add a series of algorithms to reach the idea of religions, but the thing is the decompiler would break down the code to assembler commands. And actually I've done that, but there are more than 30 000 commands and didn't even try to edit anything. But if someone has enough time and determination it is possible to do whatever he wants. :)
So I vote yes :)
 
i've played civ IV before. its nowhere near as good as civ III. why do you want to ruin a good game?
 
CIV3 is more fun and from my experience more flexible than CIV4.CIV4 does of course have many excellent features of its own.perhaps I will like it more when i get its latest updates. But mo matter what CIV3 will remain my tried and true favorite.
 
I've said it before and I'll say it again... Civ3 has a certain simpleness of play that Civ4 lacks. There are a lot of things I like about Civ4, however they aren't really neccesary for great gameplay. Some annoyances are fixed (workers, shield waste), but a lot more are created (barbarians, Isabella).

Civ4 is almost an entirely different game from Civ3 vanilla and are really tough to equally compare to eachother. Oranges to apricots :)
