A 250 coin Research Agreement option is greyed out on the Diplomacy Screen. Meanwhile my opponent has 250+ coins to offer for trade. What_is_going_on. And where can I go to find out what other broken things to expect like here and here?

My first thought is that this is early game and neither of you have researched Philosophy yet. You also can't see how much gold you have in that screenshot so if you don't have 250 gold also it won't work. Other than that, it is a bug of some kind.
