Is Omniscience tech non-tradeable to AI?

I have a game where I set myself up as Malakim to slay Auric Ascended (large, living world, locked modifiable assets, put in 3 Illians, increasing difficulty, etc).

Since turn ~400, waiting for the seriously terrible AI to catch up in tech, I have been gifting Illians tech to progress toward Ascension (Omniscience).

Here, on turn 499 second (purple) Auric has the techs (commune with nature and either strength of will/pass through the ether) to be able to research Omniscience.

But even waiting turns (now 503) to allow trading of techs after getting the prerequisites, I cannot trade it to him - just doesn't appear for trade.

Is there a reason you cannot trade this tech? I don't think there is another prerequisite, since he 'can research' it (and in fact on turn 503 just started to, at a 93 turn pace:mad:).

(Since I have on 'locked modifiable assets', I can't see if one of the Aurics is building the Draw).
 
Id gift all techs to him to try and get him to research it.
 
In answer to the question posed in your subject line. Yes, Omniscience is flagged as non-tradeable in the XML file. (the <bTrade> tag is set to 0)

I wonder why the designers made that tech non-tradeable.

Or enter worldbuilder and just give him the tech.
This is the downside of playing with 'locked modifiable assets'. Once I learned about WB it was too tempting to leave on, so I disabled it.

Anyway, I did give him all the techs, but it would take him 93 turns. So I've given him 1500+ gpt and now it's down to about a dozen.

/waiting for ascension...
