Not to my knowledge, but I just bought another copy for $6.00, bundled with two other games -- close enough to free as far as I'm concerned.

Several clones of Civ are out there: try FreeCiv (www.freeciv.org) and Civ-Evolution (c-evo.org). There are more; they just come closest to being clones rather than adaptations in different directions (like toward fantasy, or space).
