Is there a specialist hardcap?

Is there a hardcap to the number of free specialists or great specialists a city can have? I dont care if they get displayed or not, I just want their effects to still be present.

Not that I've seen. If you want to display all of the super specialists in your cities just grab the specialist stacker mod. It will allow you to specify that all the super specialists are displayed instead of just the unique ones.

I have a mod that tends to give you a lot of great people ... i've certainly had as many as 30 great people work just fine.
