Is there a way to make left click moves the map when held down?

ATM when I left-click it moves the screen to where the cursor is, holding left click down and moving it does nothing. I just re-installed the game so i'm not sure, I think in the past I could make the game react to holding down left click and being able to adjust your view.

Holding down left click and moving it is available in Civ V and Civ VI.

do it on the mini-map..may seem a little awkward at first, but it's my main way of doing it

Mine too, although I also tend to play fairly zoomed out, and use the mouse at the corners to move the screen, or more frequently, the arrow keys as the left hand isn't busy anyway. For larger movements, I use the mini map.

in Civ4 you can use both mouse buttons (same time) to move around like that (found out by accident )
