Is there a way to spread the resources out more evenly?

Nope, im not using the unofficial patch.

The civs arent really different. The choice of leaders and leader traits are pretty huge, but theres only the unique building/unit and the 2 starting techs. The starting techs dont make much of a difference unless you start in a spot that is very good for a certain tech which you dont start with, but that spretty rare. Other than that though, Russia and say America at anything below gunpowder is exactly the same, combat wise. All their units are the same. And anything after your civ's unique unit age is exactly the same as a generic civ(well, barring leader and unique building).

Like I said, there's more to the differences between civs than just their units. They all have different personalities as well.

You can't expect each civ to have completely unique units throughout the whole game. There just isn't enough variations in stats possible in order to make that happen. Even having all those UUs is pushing it at times, with some units being very close to others in what they can do. It would also be a nightmare trying to balance all those different units so one civ doesn't become overpowered. We may have had to wait another year or two for the game so Firaxis could work out the combat mechanics.
