Could someone please tell me if there is a way to tag a unit that if it attacks another Civs Unit war would not be declared like the old Spy's from civ 4 I think it was?
That will just prevent the attack (by preventing DoW).
Hidden nationality used to allow this in Civ4 (you always knew who it was so it really played out as the ability to attack without DoW). Nothing like this in Civ5 yet.
I need something like this for pirates, though. I was thinking about kludging it by temporarily passing the unit over to barb ownership. Works for human player, but much harder to do for AI (you would have to code your own attack logic).
