Is there any way to expand the 21-tile city radius?

I would very much like to be able to have cities work more than the standard 21-tiles. Considering that the citizen allocation screen displays 49 tiles, would it not be possible to just extend the city radius range to include every tile that can be seen in the city screen? Interface-wise, no changes would be necessary.

Or is this an SDK-or-beyond type of change? It seems very basic though...

Nope, it won't be possible until the SDK comes out.
