Gimp: Picture: Mode: Indexed. Choose "create optimum palette" and use 256 colours
Following Supa's mentioning of this ability of Gimp, i managed to create 256 colour files very easily, with no problems at all, since it really chooses the optimum palette.
Mode? I'm not sure I have that window. I do understand that you can do something with palettes when you push ctrl-p, but as far as I can see, the paltette that belongs to my file doesn't show up:/
Don't mess with the ctrl-P palletes, they're useless for Civ graphics. And the menu is Image, not Picture, at least in my version. As for editing, you can tweak it afterwards by going to Dialogs -> Colormap.
