Anyway to be competitive on Apollo early in the game?
By turn 27, my AI neighbor had 2 Harmony / 2 purity / 5 supremacy

I had 2 site allowing me to upgrade within 10 tiles of my starting location... By turn 44, Africa had 5 Tritons and a fleet of cutters...

Is this with Vanilla BE or with the Rising Tide expansion?
