(IS THIS A BUG) "Cannot declare war"

The bug:
On the last turn of an enforced peace treaty two ways of declaring war are blocked, while another two aren't.

Steps to reproduce:
1) Load the save game.

2) Check the mousover in the civilizations list - it says "Cannot declare war". You also cannot declare war by moving your unit into the enemy terriatory.

3) Now go to the foreign advisor active tab. If you click on the peace treaty text it will prompt you to cancel it. If you cancel it, you are now able to declare war. You can also do this from the diplomacy window for that leader.

What should happen:
You should either not be able to cancel the deal, or you should be able to declare war from the main screen.

I actually don't think this is really a bug: The peace will expire next turn. I think that what happens with a number of messages is that the actual condition happens one turn, and you don't get the message about it until the next one. This turn, the deal has been for 10 turns, and can be canceled. Next turn, it auto-cancels. The wording could be better though - I'll note it.
 
There must be a bug - the game is stating you can't declare war, whereas if you know how you can.
I think the bug is that you can have a peace treaty you can cancel - I don't think this should ever occur, it should be automitically canceled at the first possible moment.
 
This was present before BtS. Just cancel the deal manually - you get the massage about mnumber of turns in which it expires so you always know if you can break it.
 
How is it a bug? You're talking about 2 different things-the first ending the treaty, the second declaring war. Entering turf/declaring while the treaty is in effect performs both functions, and the game won't let you do both things with a single action, the same as it wouldn't let you in Warlords or vanilla.

The point is that you can manually cancle the threaty the turn before it auto-cancels. Maybe not a bug, but it does encourage micromanagement (which Civ4 was trying to reduce wherever possible)

What can I do with your attached file? When I load any saved game, it make me wait for a while and then take me directly to the game with the notice: "Bigin your journey". I cannot find any civilization list.
