What is going on here?
I hope I'm missing something stupid.. Why for the love of god can I not build an amphitheatre on this tile!?
Theres a district to the southwest (brickyard and sawpit) and I can build another emporium to the northeast (next to the one thats already there) but cannot convert this farm between the mountains to an urban district?
What is going on?!

I don't have an answer but I can commiserate. I needed to build a district to get over to a river for my gristmill, because if I built it in the desert river I was going to lose my spot for Tomb of Askia. For whatever reason I could not place a bazaar to the northeast of my city center on a flat plains vegetated tile. So I built the bazaar elsewhere, and then I got inn unlocked, I was easily able to place it in the hex that wouldn't take the bazaar, allowing me to get the gristmill on the river I wanted.

I understand this doesn't really apply in your case, since you want the amphitheatre right there obviously. But I have seen inexplicable denial of certain buildings to build where all the rules say they should be allowed.

It's because you currently have an urban tile with no buildings in it.

Presumably you placed a building somewhere (which creates an urban tile), then cancelled it before any production was put towards it (removing the building but keeping the urban tile). Now your next building - which can be any building - has to be in this empty urban tile, after that you'll be able to put other buildings elsewhere. Presumably works this way because otherwise you could spam empty urban tiles to expand rapidly.

This is the best outcome. I feel like an idiot but have trauma haha - I played A LOT of Humankind and that game was riddled with bugs after launch. Hard to tell what was broken, or just a terrible game mechanic. I never went back to it for any sort of extended period :sad:
