Is this a bug?

I noticed something that could be a major game breaker for multi-player. When I captured a city from an AI opponent and then gave it to another AI, all of the people were instantly transformed into the second AI's people. To clarify: Civ A captures a city from Civ B. Civ A gives city to Civ C. All people in the city are now Civ C residents!

If this operates in multi-player, then all the players have to do to squelch resistance is give the city to an ally and then have it given back.
 
I can't answer the question about multiplayer, but that is the way it works in single player too. If the AI gives you a city, all the citizens are your citizens. They only maintain their nationality if you capture the city. I guess they just kept it the same way in multiplayer. Whether it's a bug or not I don't know, but it's like anything else, I guess: If you consider it an exploit, don't exploit it.
 
Yep, that exactly how it works in single player game.
So I won't call it a bug for multiplayer, it's just an another exploit you can use.
 
Not so much an exploit. You're taking your chances by giving it away to an ally. He may not want to give it back to you, in which you'll lose the city you just captured.
