Is this really correct?! (Corruption issue)

    Imagine my confusion, when I open the editor and start fiddeling around with the rules, and see this:

    Is it suppose to be at 100% by DEFAULT??? Seems very strange to me, but I've haven't used the editor much, or even thought about the rules.

    Yes it is supposed to be at 100%. 100% here refers to 100% of the default corruption. So at 50%, you would have only half the curroption in a city that the game would normally give you. This is not an absolute scale, just a scale relative to what the game would be calculating otherwise.
