Is Universal Sufferage Worth It?

It is absolutely worth it if you are warmongering in a WW govt.

Don't know about the specific affects, but I know that US, combined with some luxes, has made it possible for me to conduct some very long wars in a Republic without getting hurt too bad by WW.

If you get it before SciMethod is around, it will break the cascade. If SciMethod is already around, and ToE has not been built, don't build it because it will take ToE on the cascade.

ToE is surely more worth it, at least for me. Sometimes I manage to build Hoover's before getting Industrialism.

I do the same thing. Generally two prebuilds going, for ToE and Hoover's. When ToE comes in, jump to Hoover's, and then go back to the Ind path.

It's worth it if you're a warring representative government. If you're not then don't bother. I always build it though, to deny the AI if nothing else.

It is a Cure for Cancer that only works when you have war weariness so it is quite worthless. I still build it though, mainly because I can and it can be important to finish it before the discovery of scientific method.

I build it just to keep it away from the AI

not a priority for me though - since I typically am a Commie by this time

Yeah, not a priority for me either, but I always manage to grab it pretty much regardless of the difficulty level... the AI are always hopeless at Wonders after the end of the Middle Ages.

The AI is particularly inept at building WS. Most human players wait until they've put up a factory and/or coal plant before starting it. The AI, otoh, just picks the next available city to build it - just like it always does - except of course that the city won't have a factory yet since Industrialization was just discovered. Even with AI production advantages, I can often beat the AI to WS even if I start building it after they do.

If I'm not gearing up for war, I'll build it. If I'm busy fighting, I won't bother.
