Issue with extremely passive ai

Hello folks. I returned to CIV after a couple of years and I am glad to see so many great things done by this modmod. Spell and racial extensions, perfected end of winter challenge and many others realy made my day.

Excited I ran my first game game as the Malakai. Though the game was definitly enjoyable there was this huge problem.

The ai was absolutely passive. I was in the middle of map surrounded by angry Dovielo, Sheaim and the new evil lizards all of them hating me. Yet none of them dowed me even once.

Actualy in that game i got only dowed by some neutral civ who researched Ashen veil, but they didn't even atempt to send and invasion army. This is not the Ffh i remember as there the ai usualy backed it's dow by 50+ golem stack.
After i built the final altar and checked the history i noticed that aside from barbs no one ever lost a city!

I've ran couple of test games and the ai is behaving this strangely everytime. Didn't run on this in any of the bug forums, so I presume I am doing something wrong. Any idea what?

My settings: Latest version (1.4) Monarch, Erebus continent. End of winter, Broader allignments, No tech brokering, Perma alliances, City flip after conquest.
 
The issue with horsemen on watertiles is a separate problem. The issue is that the AI was never made for land units moving on water, so there is a lot of code checking what area it is on. Since water is considered a separate area they get confused and don't know what to do.


I don't know why you would be seeing the AI be so defensive. Not long ago it was changed to be much more aggressive. In all my recent test games I have seen civs wiped out by other AIs. Sure you don't accidentally have permanent war or peace on? What victory conditions are enabled? (if you disable conquest and/or domination the AI will be slightly more peaceful.)
