Italian States Mod (Suggestion)

I am unsure if this has been suggested before, but the idea struck me and I wanted to toss it out there as a mod possibility, just to see what people thought. I even registered to put it up here!

I suppose this is really more of a scenario. Basically, the map is composed of the Italian peninsula, the isle of Sicily, the Po Valley, and the isles of Corsica and Elba (those are the names of the two islands to the left of Italy, yes?). In addition to this there would be a bit of southern Germany, Switzerland and Southeast France as well as a bit of the Balkan peninsula.

The time would be right after the fall of the Roman Empire. The ancient Roman civilization on the peninsula has broken into several fractious city-states, each of which would be an individual civilization, all competing for scant resources and military strength with the eventual goal being to "unify" and dominate the Italian peninsula. You could even have the German and French and Greek civilizations on the periphery, but keep them specifically weak so as to make it so that they never become anything more than foreign powers that the Italian States can play against one another.

Ah, an idea I had real quick! You could limit Great People to Italians of importance, like Leonardo DaVinci and Machiavelli.

I think the possibility of having Rome (Ruled by a figure known only as The Pontiff, or sommin' like that) starting as the religious center of Christianity and a non-playable civ would be interesting. The Italian Princes always had to compete with the Pope as well as try to work with him, trying at times to resist his powers as well as appease him. Some kind of special status for Rome would be interesting.
 
The problem is that with the fall of Western Roman Empire, each city became a Comune, then the number of states would be too numerous. You must attend 1300-1400 to have some relevant ones, like the Republic of Venice, the Pontific states, the Florence lordship, the ducate of Piedmont, the kingdom of Sicily

After the Western Roman Empire fell, the Heruli Confederation took over Italy (some consider the Heruli to be a continuation of the Roman era). Then in 493 the Heruli were conquered by the Ostrogoths, which extended their power far and wide.

Unless you mean the Holy Roman Empire, in which case it would be better to make a scenario of the Lombard League, Guelphs and Ghibelines, the martime republics, etc. starting around 1200 - 1400.
