It's a bug, or I'm inept

I got CIV IV a couple days ago, things have been working just fine. I decided to start a war (I've been peaceful long enough ;)) and I declared war (I was playing Elizabeth against India and Inca) against the Incan Empire. It says "WAR!" in bright red letters next to the ruler's name, but when I go to attack (I have war elephants, catapults, Redcoats, etc), I can't. I try clicking on Inca's warriors, or the cities, and the "go-to" thing just gets red (instead of white) and it won't allow me.

Am I just extraordinarily stupid, and don't know how to wage war, or is this a bug?
I decided to try another leader/scenario, and I started playing Montezuma against England and I declared war, but I can't attack.

Please help!!

I couldn't tell but suggest uploading a savegame or a screenie or both. You might get some more feedback then. And ... Welcome to CFC! :)

Thanks for the kind welcome. :)
This is embarrassing, but I'm so new at this - what do you mean by uploading and a screenie? And how would I go about doing so?
Thanks again. :)

You can upload savegames to cfc when submitting a post. There are quite a few different ways to upload files. But I have to admit that I only upload when I submit a new post.

Posting a screenie would mean taking a screenshot ingame. Those are saved under your documents/your games/etc ... Then you can upload those images to imageshack or photobucket or sth alike and link to them in your post on cfc.

When providing those additional informations the other members of the board could get a better idea of what you're talking about.

I'm almost certain that this reply is rather vague. But I hope it'll do, if not - feel free to keep bugging me. ;)

Hey,

My old computer died, and I'm not having any problems with my new computer, so .. yay! :king:

Thanks again for your help - problem solved .. although in a rather expensive fashion, lol.
