I still find copies at both Best Buy, Civilizations 3 Complete and The Civilization Chronicles (has Civ1 through Civ4), and also at the Great Lakes Exchange (I am retired Army with Exchange privileges).

I bought my copy of DRM-free Civilization III Complete for 6$ from Direct2Drive.com. Very cheap and instantly available for download.

The fact that it's late in no way means someone didn't pay for it. I just bought Civ 2 on Amazon. And that came out in the 1990's. If you cared, you could probably get Civ I on Amazon.
