IIRC this was a joke presentation for network executives. (the TV show itself and all the characters were real, but this was just a special joke episode that got leaked to the public. The show was long dead and it was just the internet so real life people didn't know/care about it)

The question appears to be "how long should a twanger be?" When Abraham Lincoln was asked "how long should a man's legs be", he answered "long enough to reach the ground." In the same way, a twanger should be long enough to reach the ground. I realize that some men's twangers do not fulfill this ideal. Those men have my sympathy.
