Killing and/or Butchering Animals while building Settler/Worker (or variant)

I don't know if this is happening while between turns, but I do know that it is happening when butchering in a city.

While building a Tribe, I sent an animal to be slaughtered. It did get the Hammer value towards the Tribe build but the food value went into the food box.

Was that food supposed to go towards the Tribe build?

Probably a bug. Similarly it has been reported that hammers from slaughters if the city is performing research or welath or culture don't seem to be correctly applied. I don't think anyone has looked into the issue as yet.
