So the Kremlin came back with its mostly Vanilla effect. What is the direction we want to see for this wonder?

I mean, I was perfectly happy with the old effect. I have no issue with the flavor change of Motherland Calls to the Kremlin, but the old wonder worked fine for me. It meant I got the National Intelligence Agency much faster than other ideologies, and didn't have to go north side on the tech tree to get a single police station....allowing me to focus on the meatier middle portion.
