Lake Victoria?

I started a game and I settled my second city next to lake Victoria, and I am working it. for some reason I am only getting +1.25 food per turn even though I am only pop 2 and the other tile I am working is an unimproved cow. so that should be +6 and +3 but it doesn't seem to add up. am I missing something or is it a bug? I don't have any mods installed just all the released expansions. here is the latest save.

I believe each pop eats 2 apples, so I would expect 4 apples of consumption.

Cattle is 1 apple and victoria is 7. So if you have confirmed your population is working lake victoria and the cattle then you should have (6+1)-(2*2)=3.

Unless you're not working victoria. If it's (6+x)-(2*2)=1.25 then that's 6+x-4=1.25 or 2+x=1.25 or x=-.75 which leads me to believe that you're working a desiccated fish tile which provides -.75 apples.
 
Did you drop into Unhappiness? I think you only get 1/4 food production (I could be wrong here) when you're empire's unhappy.

Vicky - 6 Food
Cows - 3 Food
so You have 9.

2 Pop - eats 4 Food.

9-4=5*.25=1.25

Is that right?

Sorry, I know opening the save would answer my question, but I'm not at my house right now.
