My opinion is that luck shouldn't be part of the game. This isn't poker or D&D, it's Mafia: The original game had a definite set of rules, with no random/luck based abilities. It's part of the game charm. When luck is included, making the right call isn't enough anymore, it becomes a
different game. For example, a vigilante could fail to kill a scum because he was unlucky with his roll. This isn't right.
I remember reading hosting tips somewhere, that luck should never be part of Mafia. Most players don't like it. Can't find where it was.
Anyway, if you want to grant a 50% ability, it's better to have the player use that ability every two days. 30% = every three days. 10%, then once or twice per game instead. It's much better than "screwing" a good call with bad luck.
Also, as a host, you don't want players to doubt your integrity, and it will happen if a stroke of good/bad luck happens. Golden hosting rule (imo): Stay clear from luck-based stuff.
